It's not a dust devil either though. So it's called a like water spout or lime dust spout. But u don't get dust devils unless the ground is saturated with dust. Hence u tend to get them in places like the desert and also I'm places where all the nutrients in the ground have either become too dry or are gone completely.

Dust devils dont do much, they only come up if one spot on the ground is hotter than the rest. Its cool to see, of your out in the middle of no where driving, sometimes youll see a tiny dust devil just sitting there. If a dust devil is staring to form you could just stand where its starting, itll fizzle out. And its mosley safe because the wind speed from a dust devil isnt too bad. The worst thing that will probably happen is youll get your favorite shirt covered in little specs of random small things
