That cable is for a killswitch that have been in the hole of the recoil cover next to the sparkplug

You know? You're right!! I hadn't even thought about that! I had thought that they may be put just the surround in the cover and not the switch but I bet you the switch was there and it got broken and that's why it got parked. Good catch!
