The LTB was thinned out when it needed to become beefy. A beefy LTB would enforce laws that ultimately protect both tenants and landlords but a thinned out one protects criminals who rely on lack of enforcement.

Yes, you include it as an item in your lease and require it to be provided by the tenant prospect before signing- along with a credit check. In Canada, you can refuse to rent to anyone with a criminal record.
