Fines for breaking ethics law should be proportionate to the amount related to the case where they break ethics rules. Say they award a 1M contract, they shouldn't have, the fine should be a percentage of that. Make it hurt. And they can't use public money to pay for it. The current system gives them a slap on the wrist, and they move on. It has to change.
