Despite not being in Hueco Mundo where she has an affinity with the reishi there thus having less reiatsu in the world of the living, Halibel is incredibly powerful. She didn’t even try in this fight to begin with, both because she doesn't seek to harm others and because she sees Toushirou as a child, which she has a fondness for children (possibly due to her own sacrifice and hence the hollow hole at her womb.) Toushirou also had a good matchup in having a water and ice zanpaktou vs Halibel's water techniques. Despite all of this, we never truly got to see her fight at full stength. Compared to Ulquiorra, she may only have a maximum of 10% more reiatsu output than Ulquiorra (in Ressurecion of course.)

I read somewhere that harribel is fascinated by children or likes them. Was it from a novel? It could explain why she held back against in fight. Toshirou is still a child. It would also make sense, due to the fact that her hollow hole is on her womb and her death aspect is sacrifice.

One of the worst fights in the anime. It was broken up way too much and Harribel kept toying with Toshiro for no reason. If she can fight against his Bankai in base she should have annihilated him when she released. She even fought him evenly when he had help from two Vizards which is more proof that she would kill Toshiro if she stopped playing around.

Awful fight. Number 4 with hands in his pockets can toy with bankai Ichigo, even number 6 kicked Ichigo's ass in bankai without using a sword... but Toshiro keeps up with her USING her sword? This power scaling has been very off in this arc. He was struggling to keep up with sixth espada and now he's able to read Espada 3's movements. No way he should be keeping up with her. She should've just Sonido next to him in her base form and one shot him to death. But Hitsugaya suddenly got a power up out of nowhere to keep pace with Espada 3 while Bankai Ichigo who was levels above him was struggling against base Ulqiorra.

Toshiro is a captain and has proper training to be one. You're a little right as toshiro is the medium captain. Not the weakest nor the strongest. Ichigo has power, but no proper training. He doesn't even use kido. Toshiro is also the only one to not finish his fight as Aizen stopped it. Toshiro was going to take a while to finish if Aizen never stepped in.

Ulquiorra is 4th Espada... And he says to Ichigo during their last battle that "this form hasn't even been seen by Aizen" (referring to his final form). So I would say Ulquiorra would be ranked higher if they knew of his true powers (probably rank 1)
