You can place leaders as estate managers as well, not just governor positions which will increase their loyalty I think.

if you’re playing as Northumbria or East Anglia and want to remake the faction in the image of their pre-viking conquest Anglo-saxon counterpart ; that is, are there any campaign mechanics that might allow you to culturally steer your faction in one direction or the other- kind of like how you could change religions in Atilla?

It’s a shame the game wasn’t set earlier, so you could play as the Anglo-Saxon Kingdom of East Anglia, instead of the Norse one. I live in Norfolk and have Anglo-Saxon origins, so it would have been cool to play as my ancestors.
