There are no tiers in Touhou. What is true is that people often underestimate a character’s abilities because their main capability seems useless. Any character is capable of beating any other based on the spell card system, which rarely gets broken and when it does get broken it ends badly for the offenders because plot.

@@danelassiter6809 Basically in that world Hecatia and Junko? going out for shopping. Hecatia buying some Dress for Clownpiece and Junko just walking around, while im sitting waiting for Hecatia. In my opinion in that dream, Hecatia face and vibe just like in this video Then when Hecatia buying some Ballons for me and Clownpiece, there's suddenly a door on my back and i slowly open the door and getting inside. Inside that door I saw full of people suffering, scream and madness on fire (but the people on fire reminds me of "Fire Force") and slowly I hear Hecatia whispering telling me " Hey.. Dont go inside there.. You will be trapped inside there forever." and then with a max of speed, I run to get out that place (hell?). Then after im leaving the place, Hecatia buys me an ice cream with Clownpiece. The end. Sorry for Bad English here, im not a native speaker.
