Accelerator Esper not really Kamachi Kazuma even said his favorite character was Shiage Gunha was still on his mind but he needed three main heroes for the series that mimic Touma’s actions Sugita was going to be a choice but ultimately aside from him potentially challenging Touma in the future the only characters used to parallel Touma’s Heroic profile was Accel (the hero who plays the villain for the sake of making everyone around him happy and fulfill his new ideals) , and then Shiage (the hero that would do anything for that one person he loves) basically like a fate/series Emiya route one is fate, one is UBW, and one is HF of course Touma embodies these other two all throughout the novel he’s turned into a villain, sacrificed himself for others along with his own happiness, and literally does everything he can to save the life of even one person enemy or foe as long as they cry for help he’s there to help.

As far as open combat goes, the weakest level 5 is Shokuhou Misaki, because while her brainwashing is powerful, she is frail physically, because she doesn't bother with Gym class. Even Accelerator is capable of more physical abilities than her, and he's the one who takes Touma's light jabs like they're full on punches.

CheezeRage Gaming Guy a gemstone is a esper who gained their ability naturally like gunha who was born with his powers, he didn’t get it from academy city. So basically gunha is a natural esper while the other level 5s would be considered artificial espers who got there powers from academy city. There are around 50 gemstones with gunha being the strongest of them. Also I don’t know if you watched index but in season 1 there is a character named himegami during the deep blood arc and she is a gemstone too.
