what is the ac/heat situation like in these dorm buildings? Are both regulated by the building or do students have access to an ac unit?

I think all dorms have ACs that students can control.

Yes all dorm rooms have individual AC units/heaters that students control. The building controls the transition from AC to heat in the fall and heat to AC in the spring though!

If you apply and get a double can you request a room change to a single?

I think so--one of my friends was assigned a double when she'd applied for a single and was able to move out the first week of school into a single.
