Guards have to do their jobs. If they can't do it, they should quit. The rules must be thoroughly understood by everyone.

This guard is making the next guards work more difficult. He is allowing the petting zoo to take place again. They sit all day and yet they too lazy to open their mouths to chastise these unruly people. He must be fined or fired someone who wants to work can get his job
