So how does this work ? The little tug ahead pushes back to keep the chain intact but is overcome by the big one aft ?

The assist boat is helping the large tow through the bridge to reduce the chance of an allision(striking a fixed object). The wires holding the barges to each other are tightened to keep them as close to being a single unit as possible.

Aid to steering the tow through a narrow passage in a strong current where hitting the bridge is a significant risk.

Emd the best the 16 645 has been around since 1966 rail road dont take care of the diesel as good as the barge lines but they last for ever in raid road service
