When do you know when to do an all keys lost situation vs just adding another key? Can you add another key when its a smart remote but not for a chipped bladed key? Self teaching myself and there so much to learn lol

Hi, I don't really know what going on with my km 100, it's not working when I want to do blade key, it's just giving me tester could not communicate with ECU, but it's working fine with Smart key lost, but it's does the same thing with Honda keyless, I will really appreciate if you can help 🙏🙏
