Most aftermarket cabin filters do not have "UP" arrows but instead have air flow arrows which is the industry norm. Good job getting it right. All horizontally mounted cabin air filters with the blower motor mounted below the filter will have downward air flow. The arm on the right side of the glove box is a damper.

Sorry that yours broke. If you can't fix it to make it work, you can buy a new cover for less than $20. the part number i found was 88899-06310.
