I’ll call them tomorrow to get 100% confirmation but I don’t think there’s a specific orientation; if there is their own installation video clearly violates this convention! The, “weep hole” is likely a barometric vent with a gas permeable membrane in it. The light bar claims to be IP68 rated which is a rating that includes full immersion, I don’t think any sort of fully open, “weep hole” would be compatible with that rating. Few things that really helped. First of all look at diodes own video, leave the left (pass side) plastic in place during the install and fish the bracket under the deflector. It’s easier than it sounds. That said removing the plastic tabs and making it all loose is helpful just don’t remove it cause it’s not easy to get around the bracket. Second, remove the driver side deflector as it’s easy to Tetris around the bracket even when it’s in place and it gives you great access to the crash bolts and the 10mm. Third, when planting the bar. Get some small books or blocks of wood and prop it until it’s level with the bracket. Trust me you’ll thank me. The screw is short and any angle = hard to get in or worse cross threading. Start with the driver side where you’ve removed the deflector plastic as you have fully unfettered access. Then move to the pass side and just lift the bar into alignment. Thread it on and adjust. Ohh also thread the hardware fully in and out once before the install to chase the threads and remove any paint. Finally. When it’s all done if the bar can’t be brought perfectly level with the bracket slop on the ends do the following. Pick a side and get it level with the slop. Then goto the opposite side and loosen the two bolts on the crash bracket and smack a plastic furniture wedge in there till that end (the other end is bolted tight) is level as well then go in and tighten the mounting bracket on the crash support fully and then you can pull out the plastic furniture wedge. Mine is perfectly level now… PS - Marvel at your bruised and scraped up forearms the next day.

The wiring is most likely too long in addition to mounting.

Gotcha. A different video of mine explained how I installed an oem-style switch for the lightbar and another video I made explained how I power my electrical accessories... I guess I didn't want to repeat myself when I created this video and make it TOO boring in regards to the electrical aspect... Thanks for the constructive criticism. I am always trying to improve my content, so I will keep this in mind for future videos 👍.
