Neither driver in this clip got away with traffic offenses. First driver was fined for being overweight and second driver was fined and got 2 penalty points.

you mean to tell me, the suspect ran from the officers, yet was allowed to go , and was not arrested and detained while investigations of possible cause were carried out

Yes. This is not murica, son. No need to arrest people for fast driving and failing to stop, when you have their identity. Failing to stop is not an arrestable offence in Europe. It is a criminal offence, but not arrestable.
