cars should be withdrawn if they have no insurance on them, that's where the cops in the UK have got it right, there shouldn't be discretion!

Yeah, I guess the UK police have a bit less discretion. One big difference seems to be having no insurance. In the UK I think the car gets towed plus the driver gets points, no discretion there.

5:15 she is driving unsupervised with a provisional license. the car can be driven with permission of the insurance holder by any fully comp driver. therefor the car can be collected or driven by the police, however, the provisional holder can drive no further to my knowledge. =|...
