I only ever use the trams toward the end of the game when Arthur is super sick. It makes sense to me that when he’s dealing with TB he’d want to walk/run or ride as little as possible, since those are all physically demanding activities for a man as sick as he was. I feel like he would’ve appreciated being able to just sit down and relax for a while.
