If I'm not mistaken, I think that's the windows equivalent of iMovie so you probably could! I'd say find a program that you're comfortable with and play around with it a bit to get used to it. Don't be afraid to look up some tutorials too!

It depends what software you're using! I use iMovie so all I had to do was click add audio and use a song that I downloaded. I'd advise just playing around with whatever you have to see what works best for you
