I used to work on boats, so I can suggest some things, have you made sure that the dials work in the first place? If you use a multimeter on them you can check the resistance. For the engine it kinda sounds like it’s not getting enough fuel or air flow, check the air intake for any blockage’s or anything like that, it could also be that the air filters super old and slowing down the whole thing
