Community fire pits/drums in winter. stocked with firewood and made available for the homeless living on the streets during winter months. problems I'm having are; Council regulations, Security and local fire laws. locations are very hard to find with local community support also, (Sydney Australia)

The easiest way to get started is to join a local organization that is already working with the people you wish to help.

The first place to start is figuring out what special needs communities exist already in your area. Next, I would go to them and ask what they need help with the most. Once you do those two steps, you'll have a community to help and you'll know what they need help with.
