If it's a behavior Jeremy Clarkson finds incredibly rude that's saying something... At the end of the day it's all about them wanting to feel savvy and streetsmart like a kid from the suburbs who listens to hip hop to pretend to be less sheltered. I'm from southeast asia and it's a pretty common sight to see sunbrunt dudes with a $1000 watch (which is the one they felt safe travelling with) try to haggle a pair of flip flops down from $5. Even locally it's considered distasteful for someone clearly in a different tax bracket to haggle. Westerners have convinced each other that "it's part of the culture" and they're just "respecting" that.
