Fuel is never dumped so close to the runway. Moreover, fuel does not look like that when it is dumped. And, fuel dumping is not required for a normal flight. It is only required, when aircraft has to land early, when lot of fuel is still unburnt. Don't spread misinformation with so much of confidence.
