The packs are "broth mixes" it's common in Japanese and Korean soup dishes. Japanese dishes usually start with a basic dashi broth, the Korean ones are similar but I don't know what they're called. The packs usually have dried anchovies, seaweed, etc., depending on the flavor you want.

Those packs are for broth flavoring or like a broth base. South korean uses that a lot that they sell those in packets/tea bags. It usually made with dried anchovies & dashima/kelp/kombu(some kind of dried seaweed) and can come with various addition like dried shiitake mushroom, dried shrimp, dried green onion roots, dried radish etc depends on what dish you're going to make. I heard you can't have them on the boiling water too long, you add them with cold water and as soon as it boiling you must take them out.

(If its hot beverage dip n take out almost inmediately, but if it's cold u can dip for 2-3 secs), trust me, Im mexican and we do this aaaaaall the time! (it's called "chopear" btw). Watching Junhwan do it (he's one of my bias) made me so happy! He would def enjoy dinner at my place lmao :p
