Sir, my 2 observations in Magic Square of 4x4 Square - 1) least number cab be 22 provided some digits are allowed to be repeated . 2) Total possibility of getting the desired result is 28 .

For sum to be 45, the numbers placed at 11+8+5+10 is not equal to 45 and 24+2+3+27 is not equal to 45

Good find ! With a sum=34, there are a total of 86 ways to sum any 4 numbers from 1-16. This is the most ways to sum for any sum >34. For any sum >=43 (forty-three, this is not a typo) in a 4x4 square, there are 60 ways to sum any 4 numbers from 1-16. Also, if you consider the grid as a flat torus, there are 28 contiguous ways for sum=34 (thirty-four).
