The Voli subreddit has been talking to a rioter about it; they asked him to just rework the ult since Voli R is why they keep the champion weak but what seems to be Riot's idea is that Voli loses his identity if you remove the tower disable. Which I think is dumb, but hey, I don't work at Riot.

How do you know when to go tank breacher and when to go pure ap? Is it based on jg dmg type, lane opponents, team comp?

Pure ap if can snowball and need to carry your team (also of no ap). Sustain bruiser build if you want to win the game and play with your team. Tank breach build if you're behind and you're gonna stay solo anyway because you'd be useless otherwise
