finally this explains the mystery behind the osc voice detune knobs (which the manual shamefully does not). Was almost going mad.....thanks for the nice video!

It's just the standard tuner that comes stock with FL Studio

With the StackIndex modulation source on the pan mod... Is that controlled by anything other than the actual PanMod knob itself?

The Pan Mod basically effects the panning of whatever is targeted in the list. So when you select stack index, its using the voice stacking parameter and the knob then controls how those voices are panned though out the stereo field

How do I keep the phase the same for every note?

you have to go into the trimmers panel and under 'reset phase' select the drop down list and choose 'osc reset'
