I know this is a bit subjective, but what would be your BGG complexity rating (0-5) for this game?

Definitely a medium weight game. The buildings might seem intimidating because of the number but they are really easy to understand.

@@boardgamecloset cool! Thanks! Yeah it reminded me of Clash of Cultures. My usual game group plays up to light-medium/medium weights cuz we typically have copious amount of wine so yah lol.
