There is a loophole here. According to the govt. website if you are coming via Paro and if you have booked a great hotel, the hotel would definitely assist you in getting a guide. The website is not clear on this issue. But according to local news if you are a foreigner and found without a guide, you will be fined heavily. So it is certain that you do need a guide...

Yes , you can go there directly. Book the hotel in phuentsholing itself. But you have to declare it in your form. In which hotel you are staying..
