Everyone saying that it's "off-tempo" is ignorant as fuck. It's done on purpose to make the music a bit more dynamic and complex. Flume does a lot of polyrhythms which most people don't recognize unless they listen to experimental hip hop. The off-tempo clicky synths create a vibe.
