In the video you mentioned how far the boot goes before continuous restart. If it restarts on Bios or OS splash screen what can we conclude exactly the problem is?

You mentioned CPUID. When I was having trouble with my system shutting off without warning I used the logging feature of CPUID PRO to create persistent logs. On power failure I was able to examine those logs and make a determination of the cause of failure. Any application that can create persistent logs would be a help here
