The reason the trucks don't turn is mostly because of the angle they're at. Some downhill boards that are made to go really, really fast (Landyachtz R5 is an example) are angled in the back like that for increased stability. Also the longer wheelbase would make it a little less responsive but that's a much lesser factor than the angle.

that setup is actually used for converting regular street decks into longboards (except you would put longboard trucks (reverse kingpin trucks) and wheels on it) they're known as shlongboards (look it up if you don't believe me). also a handy tip for drilling holes: get a spare base plate with a hole pattern that lines up the same (most walmart board trucks will have the same hole pattern as proper trucks from a respected company) and use it as a guide (to check if the hole pattern is the same just put the base plates against each other and look through the hole), just place it on the board and drill a divot then remove the base plate and continue drilling until you've gone all the way through then flip the board over and countersink the hole so the hardware can sit flush with the rest of the board.
