Maybe because the Skripals have assessed they have nothing to gain by doing so? They know who and why and how. Most victims telling their story are wanting to spur authorities into action or similar. until the time of the poisoning Sergei allegedly was still actively involved with non Russian intillegence services; since the poisoning he’s been living under significant protection. Presumably his daughter is as well? Official sources planted a story that the Skripal’s had been relocated to New Zealand. Doubts were cast over those claims, but either way it indicates the Skripals have zero desire to appear publicly anywhere.
