Like protecting the children wherein all family members are made attentive, the Constitution demands that all officials swear an oath to protect the states from invasion. It simply must be done. Since the central government is seen as the primary actor, it is also the primary culprit if the task is failed. It must also bear the primary expense, if others must step up to repair that failure. *But in the end it matters far less which officials defend our perimeter than that the job is well done. All leaders, in every body of government have pledged that it be done. Not one can be both negligent and honorable. It can not be credibly maintained that the present administration has remotely succeeded in this primary responsibility. All branches of the federal and, all state governments are failing us. Even Biden has admitted his failure. The Supreme Court justices are no less pledged to that same mandate. They must protect the states. They must do their best in that regard. Anything less is a failure of their oath's. They must then use any weight they can apply in clarifying to the other federal branches, AND all state governments, that they must make haste in executing a most vigorous remedy. It is the only thing it can legally do. When the executive is failing, it must greedily accept any assistance the states may be willing to lend. If the executive desires to maintain it's full primacy at the border it must demonstrate an impressive proficiency. Otherwise beleaguered states must help themselves. It is their duty as secondary protectors. Stepping up if the central government fails. States should also have the right to then bill the federal government for two thirds of their expenses, as a partial reimbursement. If a state genuinely feels risk of great physical or financial harm from invaders, it can not be prohibited from defending itself. It must not lay supine, to be punished or abused because of negligence or hostility of a failing central government. Texas should be compensated, not subverted in having to effect it's own defense. The central government at the very least must not be an obstacle to that which it is required to perform
