This seems unbelievable for a 'leader' to play politics in times of a disaster. We have plenty of bushfires in Australia and when emotions are heightened we will look for blame, however, I don't recall our leaders suggesting funds are tied to policy. A review is necessary to see what can be improved but we have suffered catastrophic fires and I don't expect our leaders to make political mileage from it. What policies actually failed in California? We have struggled with how much backburning, what resources are needed etc and it is never perfect but we also encounter fires that are so destructive. I hope saner heads prevail and the support that is needed arrives.

The idea of withholding federal taxes is nonsense. It will never work. Here's what will work: California's Congressional Democrats should demand from all elected members of their party that FEMA be defunded down to a minimum in the upcoming budget unless Trump and the GOP promise to deliver disaster assistance. If California, which contributes more money to the Federal government through income taxes than any other state, isn't helped when it needs it, then no state, especially no hurricane-ridden state full of climate change deniers, should get help. If the Democratic party takes this hard stand in the budget negotiations, there will be a majority of congressional votes to defund FEMA entirely -- there are plenty of Republicans who want to defund it already.
