DEI in Germany would always mean the hire is still merit based but e.g. disabled people get an advantage if they have the same qualification/ merit/ performance during the job interview. For a highly challenging position with a high safety risk (such as flight control, pilots) even with DEI in place you would always hire the healthiest and most resilient person best suited for the job!
