He originally leaned on the back of her chair as he twisted around trying to get his PA to come over to him, which his PA eventually did. He then twisted back to the front and left his arm on the Directors chair. It looked more impolite and arrogant than flirtatious. I don’t think the Vice President was enamoured, with the behaviour of the lady visitor, getting into a close cuddle with her partner, I understand he’s not the VP’s husband, as some stories have said but her live in partner. I saw a circulating video of the Vice President noticing this and barged in between them and that The visitor’s husband noticing something was a miss, stepped in very quickly, taking his wife out of the situation. @@Muddipaws1308 The “Removal of Titles” Bill requires the members of parliament in each country of the parliament to unanimously agree after debates in both House of Commons and House of Lords. It is complex and time consuming. I am not sure if Parliament are interested in removal of titles because his rude and vindictive behaviour upsets the public. I am certain Charles and the royals are working on it in the background. They are not prone to posting their thoughts in the media so we will not know about changes until they happen. The problem is that it will not change their personalities or behaviour. The royals are doing their work and wished Harry well in his new life. Adios to him and now they are all very busy / with two receiving chemotherapy so I imagine they have far more serious thoughts upon which to ponder.

However, I am still inclined to agree with your belief that this was not a conspiracy. There was possibly neglect and lack of vigilance until it was too late.
