Sure, at its core. Even if its official servers got shut down though I bet the hardcore fans would find a way to keep it alive on private servers.

I haven't played TF2 in almost a decade and I don't know the specifics of how it is hosted, but given that people still play really old games like Netstorm and Mechwarrior 2 online, I think that any dedicated enough community will be able to cobble together something that lets them keep playing a game even if official support is dropped.
