I was curious why Exarion Universe is banned from GOAT too, so after doing a bit of research I can say it was mainly 2 things: 1) It's good stats, dark typing and piercing effect basically "warp" the format around it, as it can beat most of the staple level 4 or lower cards, and can do decent damage against most flip monsters common in the format. You basically have to build decks knowing that Exarion Universe could punish you for just about anything. Plus it being Dark means it's banish fodder for BLS Envoy/Chaos Sorc if you do end up destroying it. It's also technically at 3, which makes it hard to not want to just slap 3 in since it's just such a powerful card. Some people have said that if it were at 1, it would fall into the same category (the "use it wisely" cards) as Breaker, The Magical Warrior or Tribe Infecting Virus. But, adjusting GOAT format rules to have an unofficial banlist is a controversial topic by itself, let alone in regards to a single card. 2) It's release window was both inside and outside the cut off date for GOAT. It released in a tin that came out a couple weeks before the cutoff for GOAT (aka Cybernetic Horizon). The cards from the Exarion Universe tin didn't become "legal for play" until the same day Cybernetic Horizon did, which is where a lot of the contention for it comes from too. Is it a GOAT card because it released before Cybernetic Horizon? Is it not because it wasn't legally playable until the cutoff for GOAT? It's kinda hard to say. The consensus was basically just that "this is a meta warping card with questionable legality, so it's better to just ban it, and not think about it much." Though I guess it looks like in April 2015 it was legalized (or at least, in certain types of GOAT format), which caused A HUGE controversy in the GOAT format communities, where large groups of players basically agreed to just not use the card. It actually looks like this card specifically created a new format for GOAT, dubbed "Modern Goat" because of this controversy as well.

Rhyme if you want to simulate old Yugioh then let the player going first go second to draw for turn and skip the battle phase. The player going second that will have turn 1 just passes. There really is no reason why Konami can't let us customize the private rooms and casual duels but whatever
