After doing some basic research I’m pretty sure it’s because of one of two reasons. Either A) All promotional material needs to be translated to German or B) Germany has very strict gambling laws and if you make even a small mistake you can get into trouble. Raffles need to be licensed (and maybe need to have a gov official present?) and while in most places this would be considered a giveaway/sweepstakes (which has laxer restrictions), in Germany it’s not as clear as even something like “liking” a post can be considered “needing to do something to qualify” which could make it legally considered a raffle. But I’m not a lawyer so idk, that’s just my guess.
