As someone who does decoden (the fake frosting decorated phones - decoden comes from deco -> decoration + den -> denwa -> Japanese word for phone), definitely give it a try, but just be careful with how much you get. For me, a 100g bag of decoden cream glue is typically enough for one phone case, so you'll probably have to get several for covering a pair of shoes, especially if you plan on doing fun piping techniques (the more complex the technique, the more glue required). I also haven't tried it on many different types of surfaces, but make sure the shoes are made from a material you can safely score (making little scratches with a knife or something). The surface can't be fully smooth, or the glue won't stay on properly and will start peeling off with movement. You need texture for adherence. There are lots of KZbin tutorials out there for decoden phone case decorating, so you can learn some techniques from those. I just looked it up and there are tutorials for decoden shoes, as well, so those could be really useful. Find some references for inspiration and have fun!
