She can still play the game just fine, but she can’t trade anyone, or give bucks, or receive bucks, and she can’t hand other players items, since it counts as a trade.

First of all this is a scam, multiple people have had experiences where they pay, wait and then don’t get the pet they initially paid for or something similar along the lines. Secondly, chances are if you do actually get the pet, it’s been stolen/hacked from a player that actually worked hard for it. So either you waste money or you have someone else’s hard earned work without them knowing, let alone concentrating, which, in my opinion, makes you questionable at best or a scum bag and loser at worst.
