So basically if i litsen to you it cant be at 40psi it need to be under the 40 and if it gets 40 i need to use a diff spring right ?

I think the 40 is the breaking point so 39.9 is the max but I was not experimenting with it to much

For sure 2l engines will use smaller turbos , but this updates are so wired and making it every time worst

Not really, the devs messed up everything, now some car don't use set turbos and use ECU and cooler set parts, and some normal turbos . But I think in few classes you can calculate the maximum psi with not blueprint maxing some of the turbo parts and you will end up with full set bonus and more hpt then others . So no glitch it's feature
