In our Uttarakhand (Tehri garhwal and near by) we call it "Arsa" and in Chattisgarh they are calling it "Airsa". It is made from rice and jaggery (hard rice crushed manually and cooked with jaggery and then post it is cooled off, round and flat pedas are made out of it and then deep fried until dark brown). Especially made during weddings

6:52 uk my father once told me that everyone in his family used to do that when they were little and he gave me beautiful explanation for that -" initially food was eaten seating on the floor as there were no dining tables and the floor was made by spreading cow dung. So while seating on the floor there's a possibility that insects or ants might crawl in so by sprinkling water around the plate you were creating a barrier for the insects and keeping a small portion outside meant that those ants can have that piece of food 😅" I don't know the actual reason behind the culture but I liked his explanation 😅😅 btw I am from Goa 😊 it was nice to know abt Chattisgarh food 😊
