Question. Is the watco piece larger the the original tub drain? The reason is I have a small amount of rust around my drain and wondering if it will cover it.

Yes, it is just slightly larger than the original drain.

It is still there. I have installed several over the years and only had one come off. If that happens, remove the old caulk and caulk it back down.

Can I use the silicone instead of the adhesive ? The silicone might be better

Yes. I believe the adhesive that comes with it is silicone too.
