I love the way you explain things. I had the same situation with a 3 port system. It would not make any more boost over 85 percent DC. However I never fitted a restrictor to the wastegate line I simply changed the spring in the wastegate which effectively lowered the duty cycle at the same boost and brought the duty cycle back where it needed to be. You make a very good example regarding frequency of boost solenoids. The Mac valve like turbosmart use likes not much frequency. In the range you mentioned up to 20 hz At 30 hz I found the sensor way to sensitive . This was on a 4 port system. Dropping the frequency to 20 changed the sensitivity a lot. In my case 2 percent would change things 1 psi. Reducing the value would make that around 10 percent is 2 psi. And I presume going further would change it more. I simply replaced the spring with a softer item and fixed it. Thanks for this explanation

if you tuned based off waste gate psi,would it be the same psi in every rpm.
