Turnpikes and Tolls: What if all major roads were private?

tomscott.com - / tomscott - The idea of a "public road network" is a relatively modern one. After all, the US Interstate System was only finished in 1991, and UK motorways aren't that much older. What if history had taken a different turn? Let's talk about turnpikes, toll roads, and perhaps even zeppelins.
THANKS TO:

The major roading network will probably transition to 'user pays' with different rates for different times with the advent of modern technology. At present fuel taxes provide for roading upkeep at least for light vehicles but is a rather blunt instrument.

In Chile, highways are leased to private companies for a certain amount of years. There are many electronic toll roads mainly in the capital (Santiago). People get upset when they rise up the prices but at least we have highways and freeways which are quite modern and well maintained.

I feel like everyone missed the "toll collected by a private company" part of this video. PA turnpike, NJ turnpike and NYC bridges are not owned by private companies, people. And I can't speak for the UK comments but Tom did mention that congestion charge is collected by the local authority, not a private company.

@@BoxStudioExecutive perhaps I wasn't clear enough in what I meant, the roman road network was INTENDED for the primary use of the army, yes civilians also used it but the army took priority. This is in contrast with our modern system wherein the road network is built with the primary INTENTION of being used by the public.
@BoxStudioExecutive
@BoxStudioExecutive 4 жыл бұрын
@@amiscellaneoushuman3516 So what? In both systems, the government builds and maintains the road, and the public benefits. That makes the road a public good. The intent behind the road is irrelevant. The French Autoroutes are not exactly possessed by private companies, they are concessions made by the government to these companies. Therefore the toll fares are controlled, and the quality of the asphalt too. Despite going 130 km/h (+/- 80 mph) on these motorways constantly, there are very few accidents.

A small (late) note : in France, while about 75% of our autoroutes have a péage (toll), the issue is not to the level of what was described for old london. Autoroutes are most of our high speed roads (130km/h speed limit), but are only a small part or the total road network, and any point you can reach with an autoroute, you can reach without (although at a reduced speed : between 80 and 110km/h depending of the road and weather). In addition, companies own large portions of the autoroutes, which means tolls are few. For example, the "Autoroute du Soleil" is the combinaison of A6 and A7 road, and go from Paris to Marseilles. Along this road, there is only 2 toll, one for Paris-Lyon and the other for Lyon-Marseille. All in all, you have to pay a toll pretty much only if you are on holidays, or if your job requires you to move around a lot.

The 407 highway in the Greater Toronto area in Ontario, Canada is a privately owned Toll Road. Built by the Ontario Government, and then sold (for a song), always as a toll road, the route is almost always much faster to drive than the competing (and free) 401 highway due to the congestion on the 401, it proves that when you charge people to drive on it, more people will opt to not drive on it unless they value their time.

Tolls in France are a proper extorsion. Fees are way overcharged (in average about 10 eurocents per kilometer in the Alps where I live, often more), the companies reduced drastically their costs by automating most of the tolls (laying off lots of people and by very low means, I was working there as a student until right before they did it). In theory their turnover has an upper limit but it doesn't take into account investments, so as they usually greatly exceed it they start roadworks that are absolutely not necessary. Taking into account than most freeway owners are also construction industry giants (Eiffage, Vinci...), they keep it in the family. And governments let it slide (even if they pretend to fight the fees) because they get a decent amount of taxes from it. At the time when I was working there, each company was allowed to raise their overall tariffs 2% each year, but they raised it about 10% for the most frequented travels (meaning the one taken by most tourists) and stayed put for local servicing. In practice, sometimes a 10km difference could have a 3 or 4 euros price difference. You also have to consider that most Routes Nationales (maintained at the country level), the traditional city to city roads, were transfered under local (departement) juridiction, which means they don't have enough budget to maintain and expend them properly, thus forcing more and more people to take highways.

As you mention briefly in this video, it's quite standard in the US to have to pay tolls. (Nearly?) every bridge or tunnel in and out of New York City, for example, charges a toll. These are paid either to the NYC Dept of Transportation (an arm of government), or to the Metropolitan Transit Authority (who also run the subways & buses), a public-benefit corporation, whatever the hell that means. So, I'm curious, are there really no toll roads, no toll bridges, in the whole of the UK? Pardon my ignorance - as an American, it just seems so normal to me...

No problem, context isn't always easy to find :) As for "socialism", I actually learned very recently that it is understood in the US as what we negatively refer to as "communism" here, that made me chuckle. I'm not that much into politics or economics so I couldn't speak on the privatization aspects, especially at a time where the Postal Service is (or will/may be?) privatized whilst the government would like to take back the roads. Trains are nice but the US are huge, like France is smaller than Texas. I understand why it is easier to have planes to travel across the country. But yeah, maybe a high-speed train on the east coast could work, where there are no mountains and many cities close from one another. Yes you may be "free" when driving in your vehicle, but God must that be harsh to travel across states in a car.

I would like to point out that a fair number of the toll roads in the U.S. are operated by private companies under contract. They pay a lump sum upfront for the right-sometimes the money needed to construct the road or bridge or to do major repairs on it-and in return they get to collect the tolls for a fixed number of years in the expectation that they'll make more via tolls than they paid for the privilege.

In Brazil, we're moving from government-maintained to leased motorways. Companies compete for the right to charge the tolls and maintain the road. Leases usually last for 10 years or so. Because of all the corruption involved it's hard to tell whether it's a good model in practice, but it is good on paper, at least.

You can argue all you want about which model is better, but driving in Rio highways in the 90s and driving on them now is night and day. You no longer have to worry so much about potholes, and people are scared enough of getting fines that they are finally slowing down to reasonable speeds.

@@gugarioIt’s been 30 years, attributing that success to the private model doesn’t make sense. There’s an incredible number of reasons for improvements, none of which have to be about “private companies”

In Spain there are also a lot of private motorways. The Spanish government has a rule, that said that if there is any other option but public, the other motorway will be private, but in some places, as in Galicia, he have only a private motorway, with no option of going in a public one, so it is very unfair.

The sound in the end of the video is the same that I hear in my (old) headphones when they pick up static, usually when I stand up from my chair. Just some random comment haha.

Well...not all of france has toll roads. The region of Brittany has no toll roads at all, because back in the 60s, the french government thought that Brittany would never need highways (most major highways are toll roads here) because of how "isolated" Brittany is, so no highways were going to be constructed. We do have highways as of now, but they'll always be free.

In Ireland the motorways are mostly public private run, so the government lets a private company develop and maintain the road, and they can charge a toll of about 1.00 or 1.30 so it isn’t too expensive

As an 3-automobile-2-person household I appreciate that we have government paying for the roads so everyone has access...because when I need an ambulance or fire truck to my house, they are going to drive on the road in front of my house. It would be nice to see user-pay systems where those of us who are truly abusing the environment pay proportionally more than those who travel less by telecommuting or simply living closer to work.

In chile roads are private and you have to pay toll even on urban motoways, even though that it's collected by a tag that the road cameras detect and then you get a bill of all trips you made

You mentioned private roads are government approved monopolies over a geographical area. If the government gets to approve who has a monopoly control of a road, or anything for that matter, how is that really private? Isn't it through the power of the state that such institutions maintain control of the population?

Sounds like the South of Spain. On a motorbike ride to Gibraltar a toll booth every 5 miles on the coast. However I disagree with the French thing. The A routes and the N routes (non Piage) are really really good and almost as fast.
