Sadly it's random, you just have to grind or re-roll for good stats, especially on strength/ability if you want to do more damage. I often use gear sets as well, that have extra stat bonuses on them to help.

I just reach level 30 for the turtle Ninjas and I just started playing this year

yeah, Leo's was the worst and he was capable of doing it without the Legendary. Only reason to get this was a) you already had requirements done due to another turtle and b) for the 1750 stat points and extra 15% sword damage since Leo already does a lot of damage.

Random drops or randomly from mother boxes. It's all random, which is one of the really crappy things about this game. Incidentally, the piece you were asking about was part of a set of 4, there's a similar looking piece for a different set of 4.

If your inventory was maxed out how did u get the legendary gear?

It has its own place and can't be removed from inventory, with a legendary you are technically able to have an inventory of 126.
