I finally fixed it after 5 hours. I have a 2022 pc build but it shouldn't matter. go to settings on your monitor, go to gaming, then look on the very right in blue it should say graphic settings. click on that, and then it will have two options that might be unchecked. hardware accelerated gpu scheduling, and variable refresh rate. checking both literally turned my game in butter. I run black ops three at all the highest settings and it works 99% perfectly now. You will have to restart your pc once checking both boxes to make it work.

you don't want to set video memory to 1, it'll fight other processes for vram and cause issues. if you have enough vram you might not notice any problems, but for cards like the gtx 970 it can make things worse. set to 0.9, and if you have a 970 set it to 0.75

if you are using a high gpu I recommend turning up the vram usage to 0.85 and turn vsync/gsync on in the config setting to make the fps more stable. the last thing that also is importent is turning down you fov under 120. if you are 120 fov enjoyer then adjust is to 115. I do not recommend changing all setting in the config and in the game because it will make everything much more worse than before. My last advice for you high end gpu users is to turn every setting to high settings NOT extra settings. it will make the game only slower to load but also more unstable because this game is awful optimized. hope that this helps....

Just keep it at 0.9 if the framerates are constant. For what i can remember is that when my framedrops were unstable is that turning it to 0.85 is better dan 0.9. I really don't know why

Update: I made some very expensive decisions to buy another monitor to compare the performance with my current 240hz monitor. The new monitor is 200hz ultrawide monitor and I got some good news and bad news about how this game is optimised. Before someone is saying I'm a liar I looked from out the gameplay perspective and found a pattern about how this game work in terms of optimization in rendering and ingame setting. The game works with framecaps that capped in various ways like 60,75,100,120 ect.. This cap determined what your highest fps will be. The problems occurs by the loading parts in the maps. The maps are optimised enough to perform from 30fps (console) until 144fps .The hz from your monitor locks your fps and if it is higher dan 144 it becomes unstable because the game is not higher than 144hz optimized. Variable numbers in how the game is optimised will determine on how much hz and fps will be capped. If you for like say are gaming like me on 200hz monitor, you will be capped to 144 because the variable of the coding ingame is that way programmed. If the variable number isn't matched with the game you will be lowered at variable number that is in the program. Conclusion Don't play the game higher than 144hz. Keep the setting to higher. Not extra settings. Put volume lighting mid or off. And for last part keep your fov low if you have framedrops while aiming to 115. Oh and for those ultrawide lovers here keep it at 21:9 because now is the hud only stretched but by 32:9 you will be doomed.

Im a Steam Deck Player who plays docked to my tv and on boiii client with controller and honestly this helped a lot, the deck can handle bo3 but it was noticably choppy on low settings now the game runs a incredibly smooth 120fps when b4 it was a choppy 90fps. So as of today I heard there was a steam problem? How it keeps checking for DLC’s and causes horrendous fps drops. In solo zombies my fps is 100-140, but in any multiplayer, it is 20-40. I think that may be the cause but idk how to fix it, please help?

I guess it worked? the pictures/posters on kino are just gray rectangles now and the teddy bear doesn't have a face and it just looks uncomfortably weird... BUT It runs smoother than melted butter and it's not pixelated, I can see clearly and I can play the game properly so thank you!! The weird texture kind of adds to the unsettling atmosphere of zombies anyway 🧟‍♂️

For some reason I'm getting only 40 fps even on low settings on my GTX 1660 meanwhile maybe a year ago, I was able to hit 100 frames maxed out. Some nvidia driver must have screwed up the game.

I'd say do a complete uninstall of your driver and use Display Driver Uninstaller then reinstall driver afterward to see if it improves.

this config works extremely well for my potato set up< i am forcing this game to run on a gt610 and it runs surprisingly well with this configuration, i used to be getting on average 10 to 12 fps but now i getting around 25 to 30 a marginal improvement. i would run better if i consider getting a new gpu for my system, and maybe even a new cpu for it aswell.

Its completely normal. Its because when you turn on power, it turns on all the perks and the scripts for the perks which makes it laggy cause it has to load all the assets.
