What if you've been using iOS 16 for a while and have a new backup for that but then decide to downgrade later. Can you restore an iOS 16 backup to iOS 15 ?

No you cannot. Because it’s a backup of a newer software. And not just iOS 16. If you had a backup of say 15.6, that wouldn’t allow you to put it on 15.5.
