One of my fav songs.. this is played incorrectly tho.. see J Mascis on Guitar Moves for the correct way to play it.. Ron Asheton taught him to play all of the Stooges songs note for note. There's a few nuances that are often missed.

Except for the fact that you definitely can’t hear that nuance in any recording of TV Eye from back in the day so it’s a bit of a mystery in my eyes. Is it just something you genuinely can’t hear but is played or is there some misremembering going on?
